75th anniversary of the Guipúzcoa Regional Zoning Plan: the implementation of the theoretical principles of Muguruza and Bidagor

Abstract

2017 is the 75 anniversary of the establishment of the Regional Zoning
Plan for Guipúzcoa (1942), a pilot experiment that aimed to build a prototype of regional
planning, in line with a new approach to urban and regional planning. After its
finalization, it was utopically expected that the plan methodology could be extended
throughout all the regions in Spain, in order to create a National Zoning Plan, built
from the aggregation of the Regional Zoning Plans of the different provinces. The
promoter of this experiment was Pedro Muguruza (the first Director General of the
Directorate General of Architecture), and it was developed on as second stage by Pedro
Bidagor (first, Head of Unit of Urbanism; later, National Head of Urbanism; and,
finally, with the creation of the Ministry of Housing, Director General of Urbanism).
These two Guipuzcoan architects, along with lead technician Félix Llanos, were the
ones who drive and supervised, with great determination, the creation of the Guipúzcoa
Regional Zoning Plan. The plan’s foundation consisted of certain theoretical principles
coming from the Athens Charter and that were based on the concept of “organic”
as a model of planning, while simultaneously questioning the Urban Extension
Plan (Ensanche) as a model for urban planning. The Guipuzcoan Planning Commission,
under the so-called “Organic Guipúzcoa” perspective, created thirty local plans
(general plans) that corresponded to the so-called “Industrial Towns”, as well as a
unifying set of Ordinances and Planning Rules in which the implementation of zoning
would be decisive. The enactment of the Land Law of 1956 led the dissolution of the
Guipuzcoa Planning Commission and thus ended this pilot experiment.
