Abstract

The objective of this article is to evaluate the reality of the integration of the organisational
policies of the territory and the protection of nature areas in Andalusia, Castile-La Mancha,
Extremadura and Madrid. The work is based on the quantification of the city limits which do not
have their planning adapted in order to prevent the possible occupation of their protected areas,
and specifically those of Natura 2000. This situation occurs in a high percentage of municipalities
of Castile-La Mancha, Extremadura and Madrid, and may entail an infringement of the EU Directives
in this regard. The effective protection of the ground through its adequate classification would
entail greater legal security both for the administrations and for possible investors, besides
guaranteeing effective protection of the natural habitats and the wild flora and fauna.. The Priority
Spanish Action Framework brings together the possibility of financing the measures required to
ensure the correct management of Natura 2000. Among these measures are included the integration
of the conservation objectives in town planning, opening up a possible financing channel for the
revision of the planning instruments or the drafting of territorial organisation plans at regional or
sub-regional level, which would make it possible to rectify this situation.
