Abstract

The urban development of a city is not only a process of internal order, but also the result
of a converging network of knowledge of highly diverse types and origins: the way in which this
knowledge network is linked to the way in which urban-planning professionals take on board the
various different ways of building a city, the underlying ideas and the legal system that supports
them. The city of Ceuta is a clear example of how professional urban planning, as undertaken by
Luis Blanco Soler, Rafael Bergamín, Fernando García Mercadal, César Cort, Gaspar Blein and Pedro
Muguruza, proposed significant results in the context of a new piece of legislation: the Municipal
Statute 1924.
