Thoughts on Physical Aspects of the New Act

The new Act is much needed, as its objective is to act on Spain’s existing housing stock,
as occurs in the rest of Europe. The text aims to show why the Act needs to be extended by
addressing details of the measures in respect of physical urban and architectural planning.
Therefore, a distinction is made between interventions in terms of how long they take to execute,
i.e. actions or processes, and in terms of their purpose, i.e. building or public space. It would seem
to be inevitable for the Act to pay more attention to dealing with the existing stock, taking into
account that addressing this issue constitutes its specific remit. In short, we must seek within the
framework of the Act the cooperation between the public sector and the majority private propertybuilding
sector that is essential, without prioritising the latter’s short-term interests with arguments
of economic effectiveness. On the contrary, given that this is about urban areas, it is argued that
priority should rather be given to people’s comfort and the beauty of the whole.

Authors must sign a Transfer of Rights Form, which will be sent to them from the CyTET Secretariat once the article is accepted for publication.
With the aim of promoting the dissemination of knowledge, CyTET joins the Open Journal Access (OA) movement and delivers all of its content to various national and international indexes, repositories and databases under this protocol; therefore, the submission of a work to be published in the journal presupposes the explicit acceptance by the author of this distribution method.
Authors are encouraged to reproduce and host their work published in CyTET in institutional repositories, web pages, etc. with the intention of contributing to the improvement of the transfer of knowledge and the citation of said works.
