Strategies for Regeneration and Innovation in Iberian Metropolis: A Review in Times of Crisis

The paper reviews the regeneration and innovation strategies adopted in recent years in
agglomerations and conurbations over five hundred thousand inhabitants in Spain and Portugal
from the documentation obtained from strategic plans, urban and regional plans, reports and
publications on issues like: geographical differentiation of metropolitan areas, regional and urban
models, management scenarios adopted by public administrations, ongoing projects of major
infrastructure and equipment, cooperative networking and intercity competitiveness. With these
assumptions seventeen metropolitan Spanish and two Portuguese areas were studied, analyzing in
each case urban and regional characteristics, the location within the city network, construction if
significant new facilities and infrastructure, and, where appropriate, the failure or slowdown of
these operations due to poor governance or economic and funding crisis currently affecting the
projects and strategies of the Iberian metropolis.
