Impact of the Enforcement of the Technical Building Code in the Housing Stock during the Period 2006-2010

Homes construction in Spain has been very important for the economy during the past decade.
2006, was the year when the Código Técnico de la Edificación (Technical Building Code) became into
force. This paper shows the influence this milestone has had, within a time frame coinciding with a
record in the construction followed by another of deep recession.
The emergence of the CTE with new requirements in the construction of buildings was a change that,
with its gradual enforcement, led real estate companies to push forward their development projects,
only pretending to comply with the rules in force at that time. This led to a rise in the official statistics
for the number of homes to be built. What should have been a remarkable peak in the data, corrected
for the effects of time, was cut short by the end of the boom in the sector to enter into a deeper crisis.
There are plenty of homes that, although reflected in the statistics have not yet been started, being
part of a stock of projects to be implemented, continue or pending its completion. When homes
construction recovers in Spain the existence of this stock will have an effect on the recovery of the
sector and in government funding.
