Abstract

This paper seeks to advance on the understanding of relationships between the urbanization of
flood-prone areas and the risk production, in times when these processes increasingly respond to
the needs of reproduction imposed by the Real Estate-financial capital in the current stage of
globalization. On several occasions, incorporating urban flood-prone areas is undertaken through
inadequate mitigation construction techniques, ignoring the consequences they generate in terms
of risks. Recent transformations in the urbanization of the marshes of Tigre (Argentina), led by
gated communities on large filling land, has been taken as study case. Based on secondary
information sources (specialized literature, laws, etc.) and primary sources (collected through
interviews), it has been achieved analyze the way in which the Real Estate and financial capital
(along with the converged action of the State, at different levels) produced a risk space highly
uneven, which surely will be highlighted dramatically with the next big flood comes.
