Town and country planning and practice in the city of Ponferrada: the 2007 General Urban Planning Document

Over recent years urban practice in Ponferrada reached major levels of confl ict between political
forces on the Local Council, tensions that were then passed on down to other local institutions. A
unilateral decision-making process led to the taking over of important projects and urban activity
measures by the Local Council, through the agency of Pongesur, a public land development company,
but also opened the way for the legal hamstringing of local urban planning practice and this, the
paper claims, explains why the 2007 General Urban Plan was born crippled by fl awed decision
making.

With the aim of promoting the dissemination of knowledge, CyTET joins the Open Journal Access (OA) movement and delivers all of its content to various national and international indexes, repositories and databases under this protocol; therefore, the submission of a work to be published in the journal presupposes the explicit acceptance by the author of this distribution method.
Authors are encouraged to reproduce and host their work published in CyTET in institutional repositories, web pages, etc. with the intention of contributing to the improvement of the transfer of knowledge and the citation of said works.
