Abstract

The author sees the New Law as marking a major national legislation break with its predecessor of 6/98.
The paper underscores these changes in matters concerning the exercise of those attributions of the State
it specifies and the way these will affect Autonomous Regional Government. The outcome of this is here
seen as the establishing of a new referential environmental paradigm for ground use legislation along with
a strengthening of public responsibility for town and country planning that can but incide upon agreements
in this field and the developer.
