The paper draws attention to the contrasts as between cities and regions within EU that have been and are
making patent the differing local responses to the challenges of expansion and intergration.. Medium sized cities
are held here to be feasible key factors in the fostering of territorial development especially in outlying districts,
where overall structural weaknesses complicate development. After an initial reference to the role of these in
territorial development, some key factors central to the building of such cities are gone into and special relevance
is given to public sector networksing, social capital and territorial/local governance and the synergistic interaction
as between these. Finally, a series of indicators thought here to characterize and identify such cities are
suggested and commented and iniatives for territorial dynamics based upon such cities put forward.
