The “Comarca” (Shire) as a Local Referent in Development: the Basque Country

Within an overall context of supramunicipal cooperation, this article focuses on analysing districts, considered
as political-juridical entities in themselves as within the Basque Country and does so to assess their
contribution to territorial development. First of all certain theoretical approaches towards municipal
collaboration are re-examined, after which the present day state of the Spanish regions is examined as is
the territorial distribution of these and the reasons proper to this. The state of trhe question as to the Basque
Country’s regions and the history behind some of the better knoen of these is then considereds. To finish,
the authors make a a case study ofr the “Cuadrilla” (group of county councils) of Laguardia-Rioja Alavesa,
using to do so an idiographic and qualitative methodology based on existing information and interviews
with regional representatives. The results confirm that the region is not only an organisation which plays
an important role in territorial development but also offers great potential for further advances in this field.
