Revitalization and New Urban Policies in European Cities

Abstract

In the 1990s, urban revitalisation strategies aimed at re-positioning cities on the map of globally competitive
metropolis have strongly relied on the planning and implementation of Large-scale Urban Development
Projects (UDP) to bring on economic regeneration. These emblematic projects are present all over the
urban and regional landscape and are the material expression of a logic of development that sees in them
as major leverages for generating future growth and attracting investment capital and/or consumers. This
paper analyses the transformation of urban policy since the mid 1980s by looking at the role of large scale
urban projects in urban revitalisation strategies. The first part presents the socio-economic and political
context in which UDPs develop. In section two, urban revitalisation policy is set against a background of changing
urban governance, shifting priorities and urban bussiness ethos – Section three, locates UDPs at the centre
of revitalisation schemes in European cities over the last decade. Finally, the fourth section addresses
the limits of urban business ethos and the new urban governance and points to the need for new directions.
