Aims and Context, Planning Experiences in and for Pinar del Rio, Cuba

The author explains how Town Planning for Pinar del Rio has gone through several adaptive changes to answer those dictated by Cuba's economic cycles . The ends and means to such planning have also undergone change, we are told . Methodological paradigms have evolved from rationalist scientism which seeks to control human activity to thus build an ideal society but which ignores the demands of context, towards taking inter-party negotiation a the basic premise from which to undertake flexible and competitive Town Planning in the light of context and a fluctuating economic cycle .
