Participation and governance of the Murcia Urban Agenda 2030: lessons drawn to a consensus design

The Spanish Urban Agenda (AUE) is a strategic reference framework that, despite not being binding, offers a methodology for the implementation of the 2030 Agenda, responding to Sustainable Development Goal 11 (SDG), which seeks more sustainable, inclusive and resilient cities. Since 2018, Murcia City Council has been one of the first four pilot initiatives in the country in the design of the Action Plan. The Murcia 2030 Urban Agenda presents an innovative methodological design that capitalises on two decades of planning experience in the municipality and is an example that takes participation to a new level, integrating actors in an advanced governance system for territorially based strategic planning.
