Pasividad autonómica y activismo local frente a la despoblación en España: el caso de Aragón analizado desde la Economía Política
Abstract
En Aragón las políticas autonómicas frente a la despoblación son muy prolijas pero apenas han sido implementadas. En cambio, las estrategias más urgentes de repoblación han sido protagonizadas desde ayuntamientos y redes locales. La explicación de esta divergencia radica en la fase ex ante de su diseño, analizada según los “fallos del mercado” y del “gobierno” inherentes a la despoblación. La despoblación es un fenómeno esencialmente local, un bien público a cuya escala ha de ajustarse la acción política y dotar a su comunidad del protagonismo que reduzca los fallos del gobierno consustanciales a su diseño. La Economía Política resulta decisiva para interpretar su efectividad.
