Abstract

Interactions between Libya and the European Union (EU) represent an atypical case in the context of Euro-Mediterranean relations. For many Member States and the EU as a whole, Libya’s economic, geographical and political conditions make it an essential foreign partner. However, a number of international events, such as the US airstrike in 1986, a series of subsequent terrorist attacks attributed to the Libyan government, and the consequent international sanctions, impeded the development of an EU political framework to complement the growing economic relations between Libya and some Member States. Overcoming these handicaps has facilitated novel and cooperative initiatives in the quest to satisfy the interests of both parts.
