Abstract

In the post-enlargement context, the European Neighbourhood Policy is conceived as the most ambitious foreign policy strategy. After three years of implementation, we can try to assess its capability to reach its initial aims. As case study, we have chosen the experience of Ukraine, Moldova and Belarus, the countries from the Eastern neighbourhood. The evolution of Ukraine and Moldova are success stories, as they have established close relationships with the EU in a certain number of sectorial fields and began to transform their political and economic systems. Nevertheless, the incentives offered by the ENP are proven to be insufficient to foster political change in Belarus.
