The impact of the new European economic governance in the estrategy towards an improved employment policy

Abstract

During the first half of 2012, the European institutions and Member States decided to boost jobs through two policy documents: the Communication «Towards a job-rich recovery», and the «Compact for Growth and Jobs». However, this strategy towards a better employment policy cannot overcome the structural deficiencies of the European social dimension, above all, the unconditioned centrality of the internal market and its correlates. At the same time, those normative measures linked to the new European economic governance consolidate this centrality. Hence the need to constitutionalise at the supranational level principles that allow to regulate the market and to give to positive integration own substance.
