Morocco’s «Advanced Status» in the European Union.

Abstract

In October 13th 2008 the EU-Morocco Association Council approved a document on the deepening of bilateral relations, which continues their progressive strengthening. The «Advanced Status» contemplated in that document entails the reinforcement of political cooperation, the progressive integration of Morocco in the Internal Market and the implication of new actors. In this article the most relevant measures planned for the attainment of these objectives are analyzed. They are also framed within the context of the current situation resulting from the Euro-Mediterranean Association Agreement, on one hand, and the Barcelona Process, on the other. The main weaknesses of the document are also highlighted: the document is self-described as a road map and does not include either deadlines or financial provisions. The role played by Spain is also examined.
