Abstract

This article describes, analyses and critiques the origin and precursors of Act 7/2007, which approved the Charter of Public-sector Employees. It focuses on its content and function, highlighting what is really new and what merely appears to be so, discussing its position on the system of sources of law. This position is influenced by the generalist nature of the act and its need to be ramified by other state-wide and regional laws for employees of the national civil service and the regional administrations. The title refers to the fact that the charter has long been awaited as if it could provide a magical solution to the problems of public servants. The charter has arrived but is still not quite there, given that it still needs to be ramified by state-wide or regional legislation before it becomes fully effective. Meanwhile, and even after, we should not forget the recurrent waiting for other «Godots» in civil-service history, whose arrival does not only depend on a single act of parliament…
