Abstract

The development experienced by energy law in the last fifty years, as of Administrative Law, has led to the establishment of its own structuring principles, which respond to the needs of any energy system and which have been incorporated into the legal system in various ways. These are the principles of security of supply, economic efficiency and environmental sustainability. Energy law is somewhat different from energy regulation, even though the regulatory component is one of the key elements within energy law. Energy justice and its own principles allows a moral judgment to be made on the legal norms pertinent to energy law. Measures adopted during the crisis derived from COVID-19 should move in the coordinates marked by those three principles.
