Abstract

The essential features of the administrative organization of the State are established in the Constitution. Its regulation raises the problem of the relationship between the powers of the state and those contained in the statutes of the autonomous regions. As well as the competence issue, the  scope of legal reservation regarding organic law and its relationship with the content of the statutes must also be considered from the perspective of the sources of the law. The legal category territory is also analyzed in the light of constitutional mandates, in particular article 141.1 CE.
