Provisión de infraestructura pública en medio urbano de baja densidad. Marco institucional, financiación y costes
Abstract
Este trabajo plantea la provisión de infraestructura pública local desde una perspectiva técnica y económica en asentamientos urbanos, municipios, que bajo el denominador de “áreas dispersas”, se catalogan como desfavorecidas por la Unión Europea y excéntricas y/o remotas por la OCDE y desfavorecidas, periféricas y en peligro real de despoblamiento por el saber popular. Analiza cómo se comportan los municipios en la provisión de infraestructura física, las trasferencias del Estado para financiarlas y la racionalidad de la provisión mediante funciones de costes con el objeto de obtener tamaños mínimos y densidades deseables u óptimas para la provisión de infraestructura básica local. Los resultados muestran, mediante indicadores de eficacia y eficiencia, las posibilidades de proveer infraestructura básica urbana incurriendo en menores costes; que pueden orientar las propuestas de los gobiernos locales para la ordenación del territorio urbano municipal.
