Abstract

This work examines the long and complex historical process, not yet concluded, of acquisition by foreigners residing in Spain of the right to vote in local elections. This will allow us to know and understand the constitutional and legal bases that support it, to notice the progress made over time and the factors that drive it, to become aware of the existing limitations and their consistency and, ultimately, to be able to evaluate the historical perspective of the current situation and the possibilities of change. At all times the distinction between EU and non-EU foreigners will appear, inevitable since our membership in the European Union due to the force of the integration process inherent to this organization and, furthermore, as a starting point, it takes into account the international and comparative panorama, in order to be able to adjust the assessment of what has been done.
