Abstract

This paper aims to provide a constitutional approach to the debate on the reform of the funding system of autonomous communities by shedding light on the conceptual framework within which this reform should materialize. With this purpose, we will firstly study how the fundamental values of the legal system (freedom and equality) and the two structuring principles of Spanish territories (unity and autonomy) are embodied in the possible subcentral funding systems at a theoretical level. Secondly, we will analyze the relationship between the selected funding system—revenue side—and the design of the system of distribution of competences—expenditure side. Finally, the paper matches words with actions and delves into the study of the defining features of the Spanish subcentral funding system and the repercussions that its possible reform could have on the values and principles recognized by the constituent in 1978.
