Effects of the parlamentary fragmentation on the legislative function

Abstract

This paper analyzes how scenarios of high parliamentary fragmentation have an effect on the exercise of the legislative function. These contexts have given rise to new or infrequent parliamentary practices that have influenced on legislative activity since the 2015 elections. The trends observed in relation to the parliamentary processing of legislative initiatives and decree-laws in Congress will be examined.
