Abstract

The Council of State issued dated February 24, 2009 a report at the request of the Government which decides on a possible revision of the General Electoral regime that would affect also to the local electoral system and especially the system of election of mayors and their possible direct choice Act. But an amendment to the electoral system accordingly would have important implications in the Organization and the local Government to influence in the scheme of distribution of powers conferred on the local bodies, as well as in the maintenance of the systems of political control such as the motion of censure and the question of confidence. It is precisely this work object scan the impact that a system of direct election would have in these areas, as well as their compatibility or not with the forms of organization and political control systems under our current legal system.
