Abstract

This paper deals briefly with the origins of the present Spanish electoral system, which was born 200 years ago. The paper studies the rules, the institutions which serve those rules, and the ideas that inspired them. The XXIst Century Spanish electoral system can not be understood without knowing the origins and development of the right to vote, the electoral administration, the electoral census, the voting system and the electoral controls.
