Abstract

Since 2001 the Autonomous Communities have been subject to formal fiscal rules with regard to the deficit and debt. However, this regulation did not prevent some Autonomous Communities failed to comply with the budgetary stability objectives, probably because it lacked an effective system of sanctions. This paper examines the Ley Orgánica 2/2012, established to implement the new article 135 of the Spanish Constitution, and focuses particularly on the broad supervisory powers that this Act gives to the State to impose regional governments meet the deficit and debt limits.
