Abstract

This paper analyzes the problems of municipal democracy and autonomy in Spain, as well as the challenges they would represent in case that a second descentralization at the municipal level were to be practiced. The analysis is followed by a propositive part that presents some reform ideas based on the local legal regime of neighboring countries such as Portugal and Italy, before executing a second decentralization for the benefit of municipal corporations. The main purpose of this contribution is to encourage reflection on the current and future challenges of municipal democracy in our country.
