An opportunity to extend and improve the spanish paid parental and family care leave system

Abstract

Based on a review of research results and recommendations from international organisations, this article provides criteria for the debate on the extension and reform of the Spanish system of paid leave for childbirth, childcare and family care. The implementation of the European Directive 2019/1158 on work-life balance for parents and carers is presented as an opportunity to improve the gender impacts of leave in a longer term perspective and with social equity criteria, while responding to the subjective right to care for children. Parental leave policies are at the intersection between labour and family policies. The reform must consider both aspects, reconciling the different objectives and subjects of protection that these measures serve, solving the dilemmas that arise within a longer time span; that is to say, setting objectives of equality or equity around the longer periods of child-rearing.
