A tale of two epidemics: A rights-based response

Abstract

The medical response to the SARS-CoV-2 pandemic must be complemented by a rights-based response. The HIV epidemic provides a point of reference when addressing some controversial issues, such as the impact on security, understood as public health; access to essential medicines; or the relevance of the right to privacy. The protection of public health and the defense of rights should not be understood as an antagonistic issue, since it is possible to configure an ethics of public health that allows compatibility based on relational autonomy.
