Abstract

ABSTRACT The alignment of the different higher education systems in the European Community is rather difficult due to the difference between the main two models: the Mediterranean and the Anglo-Saxon. As a result of these two different approaches consistency problems are generated on the professional certification mechanisms. The new European scenario tries to facilitate free movement and freedom for professional activity. The former is nowadays not guaranteed due to the difficulties for the recognition of professional competencies in a foreign country. An agreement for professional recognition in Europe is difficult at the moment due to the differences in professional attributes of degrees and the typology of professional regulation in each member state. This misalignment involves many stake holders such as, professionals, the government of each member state, University system and professional associations. For the case of Project Management, the associations coming from the Anglo-Saxon model are the ones that have developed the dynamics and the Boks for projects. International associations in charge of normative development such as the International Standard Organization have taken the standard proposed by them as the basic reference.
