El proceso de institucionalización de la política antiterrorista de la Unión Europea

"Este artículo aplica la perspectiva del institucionalismo histórico al análisis empírico de los motores y características del proceso de institucionalizaron de las políticas antiterroristas de la Unión Europea. Basándose en un modelo teórico desarrollado por Stone Sweet, Sandholtz y Fligstein, esta contribución analiza de manera crítica el impacto de crisis externas en forma de una serie de ataques terroristas en la emergencia del antiterrorismo como un área de gobernanza europea. También refleja los desarrollos políticos e institucionales clave, estudia el papel de los policy entrepeneurs en ese periodo y compara la relevancia de las perspectivas ""revolucionarias"" o ""evolucionistas"" para la comprensión del proceso de cambio institucional en este campo."
