Abstract

The paper proposes a computation model which helps local governments in the complex task of evaluation their thermal energy needs. This model has been the result of a complete analysis of the whole regulation, legislation, formulation, etc., that are mandatory and depend significantly on the typology and the use of public service associated with each municipal building. The model aims to be the impulse that municipalities should give to their energetic management being knowledgeable first hand, about their needs and, therefore, taking awareness of the level of efficiency, the potential savings and the level of local development (equity, employment, deficit reduction,…) that may be attainable with the most appropriate action measures and may also serve, as desirable, of exemplary models facing toward the society.
